Delhi’s environment minister Manjinder Singh Sirsa announced an important decision on December 16, 2025. He said that vehicle owners without a valid Pollution Under Control Certificate (PUCC) will be denied fuel at petrol pumps starting Thursday. The announcement comes at a time when the national capital continues to struggle with hazardous air quality. Pollution levels have remained a serious concern for residents.
The decision was taken after the Air Quality Index (AQI) stayed in the ‘severe’ category for three consecutive days. On Tuesday, it showed slight improvement and moved to the ‘very poor’ category.

No Fuel Without PUCC
Enforcement data cited by PTI highlighted widespread PUCC violations across the city. In September, police issued 54,615 challans for driving without a PUCC. This accounted for 17 percent of the total traffic violations during the month. The situation remained alarming in October as well. A total of 68,986 PUCC challans were issued, making up 23 percent of all violations.
Addressing a press conference, Sirsa said Delhi’s AQI stood at 363 on Tuesday. He compared it with last year’s figure of 380 on the same day. Sirsa blamed the previous AAP government for the pollution crisis. He said the issue could not be resolved within just nine to ten months. Meanwhile, Delhi’s air quality improved marginally due to reduced fog intensity. Increased wind speed also helped, with the 24-hour average AQI recorded at 377 at 8 am.
