Life Imprisonment for Stray Dogs That Bite Humans Twice: Uttar Pradesh Govt

Life has just become a lot tougher for stray dogs in Uttar Pradesh. In a dramatic first, the state government has ruled that any stray dog guilty of biting a human twice without provocation will never again roam the streets. Instead, it will spend the rest of its life confined to an animal centre.

Stray Dogs Under New Rules

The new directive, announced on 10 September, outlines a strict process. At the first bite, the dog is caught and shifted to the nearest Animal Birth Control (ABC) centre. There, it will be sterilised if required, fitted with a microchip, and kept under a 10-day watch to assess its behaviour before release.

The second time is the final strike. A repeat biter will be permanently housed in the centre, unless someone adopts it under binding legal conditions. This includes an affidavit promising it will never be abandoned again. To ensure fairness, each case will be examined by a three-member committee to confirm the attack was genuinely unprovoked.
